Site Design Engineering, LLC (SDE) was established in 2006 in Middleboro, Massachusetts by President Daniel Mulloy.

In 2008, the firm opened Land Development Engineering & Consulting, LLC (LDEC) in Middletown, R.I. as a subsidiary to SDE to serve its clients of Greater Rhode Island.

Today, SDE/LDEC’s two office locations serve a variety of different public and private sector clients throughout Rhode Island, Southeastern Massachusetts, Greater Boston, and the Cape and Islands.

Our Management Team

Daniel C. Mulloy, PE

Principal/President

Managing Director, Massachusetts office

Mr. Mulloy has over 25 years of experience in civil engineering and environmental consulting, with expertise in design and permitting of land use projects. In addition to being the Managing Principal for the company, Mr. Mulloy manages projects for both public and private sector clients, including commercial, residential, mixed use and public works projects. Mr. Mulloy frequently appears before Planning, Zoning, Conservation and Health Boards for projects in various municipalities.

Michael E. Russell, PE

Principal/Vice President

Managing Director, Rhode Island office

Mr. Russell has over 25 years of experience in civil engineering and environmental consulting, with expertise in design and permitting of land use projects. Mr. Russell manages and operates SDE’s subsidiary, Land Development Engineering & Consulting, LLC located in Middletown, Rhode Island. Mr. Russell manages projects for both public and private sector clients, including commercial, residential, mixed use and public works projects. Mr. Russell frequently appears before Planning, Zoning, Conservation and Health Boards for projects in various municipalities. Mr. Russell is currently on the Executive Board of the Rhode Island Society of Professional Engineers (RISPE).
